BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 4th day of August, 1987, with the following present: HONORABLE: Maurice Meyers Mayor Bob Lee, Jr. Councilman At Large Andrew P. Cokinos Councilman At Large Lulu L. Smith Councilman, Ward I Mike Brumley Councilman, Ward II Audwin Samuel Councilman, Ward III David W. Moore Councilman, Ward IV Albert E. Haines City Manager Tyrone Cooper City Attorney Rosemarie Chiappe tta City Clerk -000- the Invocation was gi*ren by the Reverend Samuel Granberry, pastor of St. Luke's United Methodist Church. The Pledge of Allegiance was led by Councilman Samuel. -000- MAYOR MEYERS: Our business Is brief today. We do have one very pleasant task and I *r{.nk I'll ask all of Council to help me in welcoming appropriately seven young Japanese students here from Kumamoto University. Is that correct? And, this is on the island of Kyusyu. How'd we do on that? okay. That's why we have the Council do that everybody .. . and they are visiting Beaumont and they --re here today with Mrs. Dewayne Waggoner and Pat Bosch and I believe they arrived, what, on the weekend and had the pleasure of meeting and greeting three of the young ladies at Sunday in the Park. Have you ever witnessed anything like Sunday in the Park before? No. Good. Did you enjoy. it? They are part of a YMCA . . . YWCA tour through the United States. Let me ask if you would tell us just a bit about their visit to our Country. I didn't know if you might want to do that and then I am going to ask her to make a comment or two. You shared a little bit of that with me Sunday. Would you please? MRS. PAT BOSCH: They are travelling across the United States, arriving from Japan at Los Angeles and taking a southern route and leaving from New York. . . . . .. They are travelling under the auspices of the International Association of the YMCA and are staying in private homes. They are leaving Beaumont Wednesday. -287- August 4, 1987 MAYOR MEYERS: When I visited with them on Sunday and extended the invitation, we wanted to offer them opportunity to witness a little bit of what we do here in City government . . . Mayor Meyers asked that each of the Councilmembers personally greet one of the visitors and present her with an Honorary Citizen card. The students were: Satoko Shirshita, Mika Ogata, Ikumi Nishino, Masako Nagaiwa, Shoko Maki, Makiko Kuwahara and Momoyo Fuchiwaki. SATOKO SHIRSHITA: Thank you. Thank you, very much. We are visitors of International YMCA from Japan, Kumamoto University. We study English Literature, French, German Literature, and Education. We arrived in Los Angeles at first and we are going . . . across the United States from Los Angeles to New York City. We are really having a good time in Beaumont. Thank you, thank you, very much. MAYOR MEYERS: I know it was mentioned that you can't stay. We do thank you for coming and we hope that through the rest of your travels through out Country, as well as when you go home, you -,I be able to remember your vis;t to Beaumont and speak kindly of Beaunout and, if you should ever get to City of Beppu, as a visitor or know people there, please say hello to our Sister City of Beppu And, as I mentioned in Ck.tober, a delegation from Beppu will be coming here to join with us in our Sesquicentennial Celebration. That's the 150th birthday of our City. Thank you very much for taking time and we appreciate your having them visit with us today. Thank you. -000- No one ;wished to address Council during the public comment portion on Agenda Items A through C. -000- The following Consent Agenda items were considered: Approval of the Minutes of the regular City Council sessions held July 14 and 28, 1987; Resolution 87-156 reappointing Nell Phillips, Minnie Zummo and Marilyn Adams to the Community Development Block Grant Citizens Advisory Commission, terms ending May 31 , 1989 and appointing Thomas E. Polk and G. R. "Lupe" Flores to the Sesquicentennial Commission, terms ending December 31, 1987; Resolution 87-157 authorizing execution of release of easements to the State of Texas on property acquired for the Martin Luther King, Jr. Parkway/Spur 380 Project: a 10- foot-wide easement crossing Lots 8, 9, and 11 (portions of Parcels 246, 247 and 249), Block 5, Blanchette Second Addition, acquired by retention in closing a 20-foot-wide alley August 21, 1928, and a 10-foot-wide easement acquired for sanitary sewer purposes in 1965 crossing property adjoining part of Lots 48 and 49, Block 4, Crary Addition (Parcel 258); and -288- August 4, 1987 Resolution 87-158 granting a license to Lamar University for a telephone data cable crossing Callaghan Street at Florida Avenue. The Consent Agenda was approved on a motion made by Councilman Cokinos and seconded by Councilman Samuel. Question: Ayes: All Nayes: None -000- Resolution 87-159 approving a contract with SAIL, Inc. (Sea Adventures in Learning) for engagement of the sailing ship, Elissa, for a tourism development project October 30 through November 4 (ship to be moored at Riverfront Park and be available for boarding as a museum ship for tours and social events) was approved on a motion made by Councilman Moore and seconded by Councilman Lee. Question: Ayes: All Nayes: None -000- Ordinance No. 87-62 amending Chapter 13, Section 13-16 of the Code of Ordinances to establish fees for kennel licenses was considered: ORDINANCE NO. 87--62 ENTITLED AN ORDINANCE AMENDING CHAPTER 13, SECTION 13-16 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO PROVIDE FOR KENNEL FEES; PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. Section 13-16, Kennel Fees: . 1) For any kennel where less than fifteen (15) animc?.s are kept, per year or fraction thereof. . $10.00 2) For any kennel keeping,fifteen• (15). to• twenty-f ive• (25),animals, {nclustve, per year or fraction thereof. . . . . . . . . . . . . . . . . . . .. . . . . . . 3) For any such kennel keeping over twenty-five (25) animals, per year or fraction thereof. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .. . . . . . . .. . . . . . $25.00 The ordinance was approved on a motion made by Councilman Cokinos and seconded by Councilman Smith. Question: Ayes: All Nayes: None -000- Councilman Smith invited all to the third Concerts on the Move to be held August 6th, beginning at 7:00 p.m. , in Klein Park on Major Drive (approximately one-half mile north of Highway 105). Entertainment to be provided by a country-western band called New South. Councilman Cokinos complained that the street sweeping contractors are using a street (Clear Water Courts) as an improper dump site and requested that the Public Works Department work with the contractor to correct this. -289- August 4, 1987 Councilman Lee invited everyone to come to the Sunday in the Park festivities, at Riverfront Park, beginning at 2:00 p.m. , to be hosted by the San Jacinto Camp Fire Girls. Mayor Meyers questioned the impact caused by the Legislature's deletion of the airport financial assistance program to our Municipal Airport. Mr. Warner, Public Works Director responded that the deletion would have a fairly severe impact and that information is being prepared to explain this. Mayor Meyers urged "everybody to urge everyone else to exercise their right Saturday and vote. There is an extremely important election taking place throughout Jefferson County and the City and throughout the County relative to the increase of half cent sales tax balanced off by a reduction of some $0.15 in property tax and there are differing views and opinions but I think the important thing is the Legislature said, 'Let the citizens decide' and I think that it's incumbent upon all of us to urge people to get out and vote. I heard yesterday Judge Thomas attended the Jefferson County Commissioner's Court because just from where he sits behind the bench, he was feeling a great sense of concern for the lack of activity and interest relative to this election. It's a very important election. I think it is very important to our economic future and I hope everyone in their own way can spread the message. " In addition, Mayor Meyers said, "At the Summit meeting in February, the Sesquicentennial Commission, working with the Library Commission, announced the initial psograra to start work for the restoration of the Tyrrell. Well, the Sesquicentennial Commission, on August 19th, has appropriately planned a wonderful evening for every citizen - standing room only, if possible - at $10.00 per ticket, which is about as reasonable as you can get, for the best local professional talent that can come back and they are going to be performing free for the citizens of Beaumont as this first Sesquicentennial performance. And, also, that same night," the young people of our City will begin what I hope becomes just an over-presence so that every time you turn your I. their will be a canister or can in it asking yvu to doi-ate and make a contribut nn to 'save the Tyrrell' but the young people are going to be starting from elementary school right on up through high school, working on a program to save the Tyrrell and I k"-ow that ;sight will be the beginning of their visibill)-y and if they do weiat I think they will, every restaurant that you go into, every h_tel, every club, you are going to find a canister and an opportunity to help save and restore the Tyrrell and that's on the night of August 19th. I think the tickets are available and I think for the $10.00, the proceeds will go to the restoration of the Tyrrell, but it's definitely the best buy in town for the quality of talent that will be there that night and I guess you will be seeing and reading more about it, but it is a short time away and I think it comes the day after Oprah Winfrey's appearance, so we may be hearing more the last few days about Oprah, but the following day, that evening, will be at the Julie Rogers Theatre. " -000- Mrs. Delia Harrington, 815 Willow Street, addressed Council to complain about construction crews leaving an area littered after eating. In addition, she complained about scraps of aluminum and other materials being left in yards by CATV workmen, etc. , that are picked up and thrown by lawnmowers that can cause injuries and/or property damage. -290- August 4, 1987 Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council to speak about need for certification of half-way houses. Mr. Earl Massey, 6225 Beau View, addressed Council to stress the importance of attendance at state conferences by staff of the Code Enforcement Department. Mr. 0. R. Gilstrap, 2365 Primrose, addressed Council to complain about dilapidated structures, damaged by fire, in his neighborhood. Mrs. Mabel Petry Thibodeaux, owner and operator of Harrison House, addressed Council to speak about the limited use for certification of half-way houses. -000- There being no further business, the City Council began its Workshop Session. -000- I, Rosemarie Chiappe tta, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session held August 4, 1987.
