Riley,City Manager Patrice Fogarty,City Clerk The City Council of the City of Beaumont, Texas, met in a special session on Monday, August 25, 1997, at the Jefferson County Commissioners Court Chambers, 1149 Pearl St., at 1:30 p.m., to participate in a joint public hearing with Jefferson County and the City of Nederland for the purpose of receiving input concerning the adoption of an ordinance to nominate an area of the cities and of the county as a state designated enterprise zone and to designate a reinvestment zone. Present at the meeting were: Mayor Moore, Councilmembers Smith, Goodson, Cokinos, and Davis. Also present were Ray A. Riley, City Manager; and Patrice Fogarty, City Clerk. Mayor Pro Tem Ames and Councilmember Patterson were absent. The following County officials were present: Judge Carl Griffith, Commissioners Cokinos, Domingue, Hallmark, and Moore, and County Clerk Sandy Wilson. The following City of Nederland officials were present: Mayor Nagel, Mayor Pro Tem Sawyer, Councilmembers Radcliff and Daughtry, City Manager Wimer, and City Secretary LaDonna Floyd. County Judge Carl Griffith called the public hearing to order at 1:37 p.m. COMMENTS Steve Buser, with Partnership of Southeast Texas (POST), stated that the designation of an enterprise zone was a key attraction for NorCross to locate in Nederland. NorCross is expected to provide approximately 250 jobs. John Beard, of Port Arthur, addressed officials concerning the issue that employees of NorCross be residents of the Zone. Judge Griffith responded that there is a state law that stipulates that a company in an enterprise zone must try to employ at least 25 percent of their personnel from the Zone. Commissioner Moore added that this stipulation should be monitored. Mayor Nagle thanked POST, the City of Beaumont, and Jefferson County for working together in this endeavor. Mayor Moore also thanked all those involved in this undertaking. He added that the City of Beaumont is ready to move forward with this project. Lynn DeMary, 430 E. Elgie, Beaumont, spoke in favor of the enterprise zone. As a resident of south Beaumont, he feels this will make his neighborhood more attractive to other businesses. Judge Griffith thanked the Cities' and the County staff, particularly mentioning Bob Pearce, for their efforts in this project. There being no further questions or comments, Judge Griffith adjourned the public hearing at 1:50 p.m. Jefferson County officials then took action on their agenda items.
