REQUESTED ACTION: Council approval of a one (1) year contract for the purchase of
fittings, pipes and couplings.
RECOMMENDATION
Administration recommends award of an annual contract for purchasing fittings, pipes and
couplings to various vendors at the unit costs reflected in the attached bid tabulation, with an
estimated total annual expenditure of$397,130.14.
BACKGROUND
Bids were requested for an annual contract for couplings, brass fittings, plastic tubing and other
water-related materials for use by the Water Utilities Division.
The materials are used in the repair of existing water lines, installation of new water service lines,
and in the maintenance of existing water mains and meters. The materials are utilized to maintain
adequate water service throughout the City.
Forty-seven(47)vendors were notified, with four (4) responding with bids. Specifications stated
that the contract would be awarded to the low bidder per section. The low bidder per section is
shaded for identification in the attached bid tabulation. The estimated annual expenditure to each
vendor under the contract is as follows: $65,961.19 to Coburn Supply of Beaumont, $307,590.65
to Golden Triangle Pipe of Beaumont, $17,466.30 to Hughes Supply of Lufkin, and $6,112.00
to Rural Pipe of Jasper.
BUDGETARY IMPACT
Funds are available for this expenditure in the Water Utilities Division's operating budget.

RECOMMENDATION
Administration recommends approval of increasing the Barscreen Area and Belt Press Conveyor
Improvements Project amount by$163,626 to restore the structural integrity of 1500 square feet of walls
and ceiling surface area inside the wet well of the main pump station at the Wastewater Treatment Plant
by installing 4-inch thick repair mortar and reinforcement, to install 80 mils of protective coating to the
restored surface area, and to provide diversion pumping during construction.
BACKGROUND
The interior walls and ceiling of the existing suction well at the Wastewater Treatment Plant built in the
early 1950s have deteriorated and require major rehabilitation. The primary goals of the project are to
restore the structural integrity of the wet well, stop the deterioration of its walls and ceiling, and prolong
its life, in order to provide customers with uninterrupted and adequate service.
BUDGETARY IMPACT
Funds for the project are available in the Capital Improvement Funds.
PREVIOUS ACTION
Resolution 03-172 in the amount of 833,786 was passed by City Council on August 19, 2003.
SUBSEQUENT ACTION

RECOMMENDATION
Administration recommends award of a one (1) year contract for purchasing automotive batteries
to Battery Warehouse of Orange at the unit costs stated below with an estimated total annual
expenditure of$20,783.10.
BACKGROUND
Bids were requested for a one (1)year contract for purchasing automotive batteries for use by the
Fleet Management Division to maintain city-owned vehicles and equipment. The specifications
require fixed pricing for the most commonly used battery types, and a percentage discount off list
price for other batteries as needed during the contract period.
Nine (9)vendors were notified with three(3) responding with bids as reflected in the attached bid
tabulation. The product line quoted by Battery Warehouse has been reviewed by Fleet
Management and meets specifications set forth in the bid.
The sales tax impact analysis formula has been applied to the local vendors' bids, but did not alter
the bid standings.
BUDGETARY IMPACT
Funds are available for this expenditure in the Fleet Management Division's operating budget.
