HomeMy WebLinkAboutRES 93-045 4�2- S RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the Parks and Open Space Element of the Comprehensive Plan, attached hereto as Exhibit "A," be and it is hereby re-adopted. PASSED BY THE CITY COUNCIL of the City of Beaumont this the day of _� , 1993. - Mayor - l3- S o2---2-a AMENDMENTS TO THE PARKS AND OPEN SPACE PLAN- Modify the following objective statement as indicated below by the underlining: "Cooperate with other governmental units/agencies and private entities such as school districts, the - YMCA, YWCA, Lamar University, state and federal agencies, and other recreational providers in creasing ,available open space areas and recreational opportunities available to the general public. " Add the word "further" to the following objective statement. "Further develop Riverfront Park and explore possibilities of other recreational usage of the Neches River Corridor. " Delete the following policy statement. "Mandatory dedication of parks shall not be required when land is subdivided and developed. " Replace the following policy statement - "Park land and open spaces will not be accepted for dedication unless usable and in accordance with the Comprehensive Plan" with the following statement: "The private donation of land to the city for parks and open space usage is encouraged; however, such land will not be accepted for dedication unless useable and in accordance with the Comprehensive Plan". Add the following new objective. "Development and participation in a city wide tree program as a long term effort for creating and maintaining an urban forest to improve the environmental and aesthetic quality of life of the community". The proposals section of the Parks and Open Space Plan Element contains references to proposed park developments and changes in the status of some existing parks. The following changes should be made to update the proposals section to reflect accomplishments in this area and revisions in the proposals. Under Mini-Parks Delete the reference about Fletcher park as the park has been developed. Modify the sentence to read as follows: "Mini-parks are proposed for West Oakland, Pine Oaks and EXHIBIT "A" Charlton-Pollard neighborhoods. . . " Under Neighborhood Parks. Correct reference to 19 additional parks to read as 18 additional parks. Delete references to the acquisition and development of Fletcher Elementary School site. Sentence would then read as follows: "Acquisition and development of the Edwards Elementary School site for a neighborhood park will be considered in the event the site becomes available" . Add at the end of the Neighborhood Parks section: "Begin construction of Halbouty Park Site in 1993 . Develop other five-year plan neighborhood parks as funds are available. " Under Community Parks. Delete the following sentence: "North of Highway 105, west of Eastex Freeway, south of LNVA Canal. " This is the now developed Klein Park. Delete the following sentence: "West of Eastex Freeway, east of Thomas Road, north of Gladys. ( The old T.B. Hospital grounds at French Road and Delaware should be acquired for this park) . " Add at .the end of the section: This is the new Wuthering Heights park. Delete the last two paragraphs under community parks and add the following as a replacement. "Of the city's two swimming pools, the oldest is the facility at Alice Keith Park. That facility is approximately fifty years old and is of an above-ground design. Similar pools at Magnolia and Liberia parks have been demolished. A new pool has replaced the demolished pool at Magnolia Park. The Liberia Park pool was not located in a community park, thus its location and service area was not conducive to maximum efficient and economical utilization. It is proposed that the facility be replaced, but at the nearest suitable community park in that area of the city. It is also recommended that some action be taken concerning the pool facility at Alice Keith Park and that an additional pool be located in the western part of the city. It is a desired goal that every community park in the City have a swimming pool. Delete the entire paragraph referring to Spindletop Park since the proposal has been accomplished. Add the following at the end of the Community Parks section. "Begin construction of Lelfer Community Park by end of 1993. " Develop other five-year plan community parks as funds become available. Under Special Parks. Replace all three paragraphs under this heading with the following paragraphs which correctly reflects past accomplishments and current proposals for the noted , facilities. Portions of the existing first and third paragraphs under the "Special Parks Section" are used in the following recommended replacement paragraph. Underlined portions are new words or sentences. "The special park category is generally composed of unique facilities which do not readily fit into the hierarchial system of mini, neighborhood, community, and regional parks. One such park is Babe Didrikson Zaharais Park which was developed on the City-owned Multimax site fronting on the north side of Interstate 10 and south of Fair Park. The park contains the Babe Zaharais Museum, soccer fields, a Parcours (exercise trail) , a jogging path, a playground, and a War Memorial. Additional facilities are also proposed. " In addition to its recreational potential, the park's high visibility from Interstate 10 provided an excellent opportunity to conspicuously improve Beaumont's physical appearance and enhance the City's image" Add the following two paragraphs following the above paragraph. "The Athletic Complex and Babe Zaharais Park are proposed for additional improvements, all in accordance with their respective master plans, and including but not being limited to, ball -fields and tennis courts at the Athletic Complex and parking facilities, completion of an existing playground, and landscaping at Babe Zaharais Park. " Investigation into the possibility of the extension of Riverfront Park (Phase III) northward of the recently completed Phase II will be initiated over the next two years. " Under Nature Preserves. Modify the third paragraph as indicated below by underlining. . . . the recreational potential of the riverfront area has yet to . reach its potential utilization. Currently, the public boat ramp at the end of Pine Street and Riverfront Park are the only developed public recreational park facilities on Beaumont's riverfront. Delete the fourth paragraph entirely. Add the following paragraph in place of the above deleted fourth paragraph. "Construction of Phase I of the Collier's Ferry Wetlands Recreational Area and Nature Preserve is planned to begin in the latter half of 1993. Efforts to acquire further funding assistance for the further development of this park are to be initiated in the Fall of 1993 ,for grant application submittal in 1994. " Figure V - 1 "Park and Open Space Plan - Policies and Proposals Diagram (Fold-out) .
