RESOLUTION
WHEREAS, a contract has been awarded for construction of improvements for
the section of College Street from Goliad Street to Main Street; and,
WHEREAS, the work to be performed under this contract will complete the
improvements approved for College Street in the Thoroughfare Improvement Program
bond issue election; and,
WHEREAS, consideration has been given to the effects of construction on
adjacent property and the concerns of business establishments in the vicinity; and
WHEREAS, expressions of concern have come in large part from spokesmen
for businesses along the section of College from Goliad to Avenue A; and,
WHEREAS, such concerns have been reviewed to determine an economically
feasible method of construction; and,
WHEREAS, it is the desire of the City Council to proceed with the project in an
expeditious cost efficient manner but in a way that will cause the least possible hardship
and inconvenience for adjacent property owners and businesses;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
Construction of College Street improvements shall be scheduled in such a way
that work can begin on the east end of the project and completed for the section
between Main Street and Archie Street before construction is started on the section west
of the parkway between Goliad Street and Avenue A.
Be it further resolved that while work is progressing on the east end of the
project the City will gather more information, including traffic counts and input from
monitoring, for use in evaluating the desirability and cost feasibility of various alternatives
for the section between Goliad Street and Avenua A.
