R E S O L U T I O N
WHEREAS, the U. S. Department of Housing and Urban
Development has requested the City of Beaumont to adopt by
resolution and publish "an Amendment Policy concerning the CDBG
final budget statement"; and,
WHEREAS, the City desires to adopt such policy;
NOW THEREFORE BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT
THAT the following statement shall be an amendment to the City of
Beaumont's policy concerning the Community Development Block Grant
final budget statement dealing with amendments to such budget:
"The City of Beaumont shall amend its final budget statement
whenever it decides not to carry out an activity described, carry
out an activity not previously described in the final budget
statement or to substantially change the purpose, scope, location
or beneficiaries of an activity. "
"The City of Beaumont will use the following criteria for what
constitutes a substantial change. "
11 (1) The allocation for the activity is increased or
decreased more than 10% in relation to the total
annual CDBG budget;
(2) The national objective that qualified the activity
is changed;
(3) The location for the activity is changed from inside
the Community Development Strategy Area to City-
Wide. "
"Prior to amending the final budget statement the City of
Beaumont shall provide citizens with reasonable notice of, and
opportunity to comment on, such proposed changes in its use of
funds. The City of Beaumont shall make available to the public,
and shall submit to HUD, a description of any changes adopted. A
letter transmitting such description to HUD shall be signed by the
official representative of the grantee. "
