For phase two of the program to be effective, certain decisions must be made prior to the implementation of phase one. Phase two is anticipated to take a fairly extended period of time, but the ultimate goal of phase two is to locate throughout the City of Beaumont in all parks, bus stops, public facilities, parking lots, sidewalks along major thoroughfares and adjacent to major places of employment, this same type of litter container. For this to be possible, the viability of the sponsorship program must be established at the initiation of phase one of the project. The basic impetus for sponsorship of these litter containers will be public interest, but there will also be a commercial interest for businesses, entities, individuals --or organizations in that each of the litter containers will carry two small placards. These will have the logo of BUILD and the CCC together with a designation in a tasteful manner that this particular litter container is "Sponsoree By 11. This wording of "Sponsored By" will be located within the logo of BUILD and the CCC. Obviously, sponsorships will be much more easily obtained in areas of busy pedestrian traffic and high visibility. While no specific solicitation has yet been done, since that would be premature at this time, there is a strong feeling among the members of BUILD and CCC that a suitable commercial sponsor could possibly be found for the entire Central Business District as one unit. However, the inclusion of public areas such as Riverfront Park and the Julie Rogers/Library complex are integral elements to this supposition. CCC and BUILD INC therefore propose that the City implement a litter container program for the City of Beaumont. CCC and BUILD INC request the City to purchase the first 88 litter containers [one truckload] at a price of $13,200, plus a shipping cost of about $264 and installation hardware for a further $264. City staff to install all containers in their approved locations, service them regularly and maintain them as necessary. t CCC and BUILD INC also request the City to conduct an appropriate study, with the assistance of these entities, to identify the best locations for the litter containers along city streets, at bus stops, in city parks and around city buildings. While final placement would obviously be the responsibility of the City departments involved, our preliminary review indicates that about 66 litter containers would be needed for the Central Business District, with a further 22 litter containers for the Riverfront Park and Julie Rogers/Library areas of downtown. CCC and BUILD INC undertake to make a good faith effort to sell two-year sponsorships for all 88 litter containers at a projected $200 for each container, and are optimistic that this could be accomplished by selling all the sponsorships as one unit. r Mr Ray Riley Page 3 April 5, 1990 CCC and BUILD INC would request that you present this proposal to City Council at an appropriate time for their consideration, and also hope that you will be able to recommend the proposal as stated herein.
