HomeMy WebLinkAboutRES 89-097 R E S O L U T I O N WHEREAS, Fifty-Six Thousand Nine Hundred Fifty-Nine Dollars and Fifty-Three Cents ($56, 959.53 ) has become available from the 1985-1987 Community Development Block Grant Program years for reallocation to other eligible activities; and, WHEREAS, it is recommended that these funds be used for demolition of dilapidated structures inside the community development strategy areas; and, WHEREAS, Fifty Thousand Dollars ($50,000 .00 ) previously allocated to the Tyrrell Historical Library has also become available for reallocation to other eligible activities because of the method of financing the renovation of the Tyrrell Historical Library; and, WHEREAS, it is recommended that these funds be used for infrastructure improvements around the Tyrrell Historical Library; and, WHEREAS, the CAC has discussed both amendments and voted unanimously to recommend these amendments to the City Council; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT amendments to the CDBG Final Statement of Objectives and Projected Use of Funds for program years 1985-1988, substantially in the form attached hereto as Exhibit "A" , be, and the same is hereby, adopted. / _ 9 - 97 PASSED BY THE CITY COUNCIL of the City of Beaumont this the 25th day of April , 1989. 7 - Mayor - ATTACHMENT The Community Development Plan allows for amendments to the CDBG Final Statement of Objectives and Projected Use of Funds whenever CDBG funds become available for reprogramming or when an activity is added or deleted. During a recent review of the CDBG budgets, it was determined that there were sufficient funds available from activities that were completed or cancelled to amend the CDBG budget. There is $65,888.09 available from the 1985-87 CDBG program years to be reallocated to other eligible activities. Staff reviewed the present priorities for CDBG funds and concluded that the funds could best be utilized to demolish, dilapidated structures inside the Community Development Strategy Area. This effort is part of a whole new housing policy that is presently being developed that emphasizes a multi-layered approach to housing assistance. The new housing program will focus on clearance/demolition, rehabilitation and new construction/replacement housing. Staff's recommendation for Amendment 1 concerning allocating funds to the clearance/demolition activity was reviewed by the CDBG Statement Subcommittee of the Citizen's Advisory Committee (CAC) and the subcommittee unanimously voted to recommend approving the funds for the clearance/demolition activity. The second amendment that was reviewed by the CDBG Statement Subcommittee concerns the cancelling of one activity and transferring those funds to another activity. City Council approved $50,000 in the 1987 CDBG Final Statement of Objectives and Projected Use of Funds to be utilized in the rehabilitation of the Tyrrell Historical Library. The $50,000 became available when the City Council approved the bond issue for the complete renovation of the Tyrrell Exhibit "A" Historical Library because if we had combined the CDBG funds with the bond issuance funds, then the entire project would have been subject to federal wage rates (Davis/Bacon Act) that would have increased the rehabilitation costs considerably. Staff reviewed the situation and determined that the CDBG funds could be used for infrastructure improvements (sidewalks, curbs, etc. ) around the Tyrrell Historical Library that would compliment the other construction work. Staff reviewed this recommendation with the subcommittee and they voted unanimously to send this funding recommendation to the CAC. The CAC met on April 19, 1989 to review the CDBG Statement Subcommittee's recommendation concerning Amendment 1 and 2. The CAC discussed the recommendation for both amendments and voted unanimously (11 to 0) to recommend that the City Council approve Amendment 1 and 2.
