Irvine and Associates, owner of certain property in Beaumont, has made an application for tax abatement for property described in this ordinance and generally referred to as the Bruce Irvine Building; and, WHEREAS, tax abatement is predicated on a finding that t' 'tie _. Bruce Irvine Building is a historically significant site in need of tax relief to encourage preservation; and, WHEREAS, the Historic Landmark Commission has met and considered this application and has found the site to be an Historically significant site in need of tax relief to encourage preservation and certified this fact to the Planning Director of the City of Beautisont; and, WHEREAS, the City' s Planning Director has forwarded the application to the City Council, as required by the ordinances of the City of Beaumont; and, WHEREAS, the Council desires to approve the eligibility ' of the property for tax relief pursuant to the ordinances of the City of Beaumont; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the application of Bruce C. Irvine, d/b/a Bruce Irvine and Associates, for tax exemption for the Bruce Irvine property described in Exhibit "A" attached hereto and made a part hereof for all purposes is hereby approved and the City Council hereby affirmatively finds that all the requirements of Article IV of Chapter 25 of the Code of Ordinances of the City of Beaumont, as amended, have been met by the applicant and thaL the site is a. historically significant site in need of tax relief to encourage preservation and that, in accordance with the ordinances of the City of Beaumont, the assessed value for ad valorem taxation of the subject tract and property shall be equal to the assessed value prior to preservation for a period of ten ( 10 ) -years. This exemir)Clian shall begin on the first (1st) day of the first ( 1st) tax year after verification of completion of the preservation required for certification, provided that the provisions of Section 25-58 of the Code of Ordinances have been met and that such verification is made by the City of Beaumont Historical Landmark Commission. Please find attached a map of the Beaumont Commercial Historic District from the SPARE BEAUMONT SURVEY. An arrow indicates the location of the Irvine Building. Also attached is a copy of the Original Townsite, Noah Tevis Survey of Beaumont . The Beaumont Commercial Historic District was listed on the National Register of Historic Places in April , 1978. As such, the site qualifies as a historically significant site. The building is located in the Central Business District of the city of Beaumont and the proposed use of the building as commercial property housing Bruce C. After reviewing the project's construction documents in conjunc- tion with previously submitted photodocumentation of the refer- enced building, we are of the opinion that the proposed rehabili- tation effort will have "no adverse effect" on the Beaumont Commercial District provided that the following recommendations are incorporated into the project. * Repointing of brick walls (interior or exterior) shall be accomplished by means of traditional mortar methods. Replace- ment mortar shall be compatible in texture, color and bond- ability to that of the original (original mortar presumably of a high lime content) as opposed to any form of caulking compound. * Proposals regarding the waterproof coating of the alley fagade shall be omitted from the project's construction documents in the absence of specific waterproofing material identification--information; we strongly object to the applica- tion of a product described as "clear cladding". The rehabilitation of this structure will have an effect on the Beaumont Commercial Historic District which is listed on the National Register of Historic Places. The BCI Building, itself, , is not considered to contribute to this Historic. District. Under the procedures set forth in 36 CFR 9800.5(d) ( 2) , the Council does not .object to your determination of no adverse effect . It is our opinion that this project does not currently conform to the recommended approaches contained with the Secretary of the Interior ' s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings (Standards) , and we suggest that the applicants consider substituting a high lime content mortar for the "Drypoint" specified in Section 4520, and deleting the masonry waterproofing called for in Section 4530. However, since the BCI Building is not considered to contribute to the District, it is not required that these aspects of this undertaking conform to the recommended approaches contained within the Standards . This letter evidences that the requirements of Section 106 of the National Historic Preservation Act and the Council' s regulations have been met for this project. The district was nominated for inclusion on the Register by the Texas Historical Conuuission. The National Register is the nationwide inventory of Historic properties considered 1 to be worthy of preservation for their cultural and historic values. It is administered by the U. S. This property site is located on one of the main arteries of downtown Beaumont: On the north- the two-story building which previously house Norwood Office Supply and was ori- ginally the STAR STORE owner by the Milton Greenberg family; On the south - currently by a parking lot that formerly housed the Fair Jewely Store, Finegolds, and Brooknera and the American National Bank buildinng, currently identified as as the Beaumont Savings and Loan building; see attached copy of photograph, c 1940, courtesy of Johnny Walker, which shows the aforementioned buildings; 446-448 Orleans, now known as the Irvine building, was a jewelry store at this time; the space between the Beaumont Savings and Loan and 446-448 Orleans is now a parking lot; On the east- across Orleans Street to the east are the Rothwell Building which houses Adlers(1913) the Haunted Hotel, formerly the Gowling Hotel and later the New Rosemont Hotel; and Rotan Mosle, formerly the First National Bank Building; On the west- a parking lot and the Beaumont Chamber of Commerce building; also on Crockett is the Night Dry Goods store,established in 1921 Further south is Bowie Street and further west is Park Street. The site is part of the Beaumont Commercial Historic District and is identified as a building "compatible with the district" on the 1977 SPARE Beaumont survey. The Irvine building shares the block with three "contributing" buildings - Rotan Mosle, Beaumont Savings and Loan and the New Rosemont Hotel on the SPARE Beaumont survey. A Page 10 a The building was constructed by Mr. A. Waldman in 1909 and was the site of a retail clothing store for many years. Most recently the site housed the Sabine Finance Company and.has been vacant since 1986. The Waldman family has neen the only owner. Mrs. Regina Waldman Cohen (widow of Ayman Waldman and later married to Mr. L. Cohen) left the building to her children, Sadie and Mack. Mrs. Sadie Waldman jacobs sold the building and land to Bruce Irvine in April, 1987. Attached are copies of the financing notes with Orleans Realty Comany (G. Greer, G. Chilton and C.O'Brien) . The mortgage was paid in 1914. Also, attached is a postcard/photograph take@ 1910-1916 of A. Wayman and Charles Hoffer in the front of the building. Mr. Waldman's retail business was known as "The Family Store" and "Waldman's Shoe Store". The businesses are listed in the Beaumont City Directories of 1910 and 1920 editions at the Tyrrekl Historic Library, in Beaumont. This historic rehabilitation/adaptive reuse will be one of the first for "small business" usage in downtown Beaumont's recent history. The site is situated in the middle of an historic retail hub. The Waldman family was active in commercial and civic activities. Continuation of that tra- dition into the 21st Century will occur with the Irvine project as one component. The Kyle Building, Kyle Plaza and Stedman projects are neighboring locations to the Irvine building. The structure is being renovated according to guidelines es- tablished by the City of Beaumont Landmark Commission, City Planning Department, the Texas Historical Commission and Section 106 of the National Historic Preservation Act, 36CFR #800.5(d)(2) . The building will be openly accessible to the public as a commercial office building.
