BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City hereby approves funding from the Community
Development Block Grant Program (B-85-MC-48-0003) for public
services program funding as listed in Exhibit "A" attached hereto.

EXHIBIT "A"
PUBLIC SERVICES PROGRAM FUNDING
SYNOPSIS OF PROPOSALS

The Art Studio, Inc - 1076 Neches Street
Funds requested: $5,600.00
Through a non-profit cooperative vehicle, the purpose is to provide
studio space for working artists and to encourage cultural growth in the
community by providing educational opportunities in the Arts.
Over a twelve month period, the Art Studio plans to provide 96
economically disadvantaged students (elementary through high school) with
the opportunity for artistic exposure. This will be accomplished through
136 classroom hours of instruction by qualified artists and a pilot
apprenticeship program.
Funds would be used to pay for approximately 12 art instructors,
Can apprentice (a high school student) , and other operational costs.
The additional $400.00 would be used to expand the transportation
function if needed.
Beaumont Association For Senior Citizens - 780 South 4th Street
Funds requested: $6,000.00
The purpose of the agency is to serve the elderly and to enhance their
quality of life.
The Beaumont Association for Senior Cz ;:- zens expand' their
Outreach and Transportation programs in order to meet the growing needs
of Beaumont's senior citizen population.
Funds would be used to pay for salaries and fringe benefits for a
part-time bus driver and a part-time outreach technician, and
reimbursement for mileage. As a result of previous funding cuts, funding
of this project would enable this agency to provide some of the resources
to its clientele that it currently is unable to provide.

Beaumont Junior Forum - 345 10th Street
Funds requested: $3,456.00
The purpose is to provide educational and medical information, and social
services to older adults in the Beaumont area.
The Beaumont Junior Forum would use the funding to help pay the salary of
its Center Aid. The Center Aid is responsible for transporting clientele
from their homes to the Activity Center and back home again. Funding
would enable the Beaumont Junior Forum to use the normally budgeted
salary on programs for its clientele.
Beaumont State Center - 655 South 8th Street
Funds requested: $6,000.00
The purpose is to provide people with mental handicaps the opportunity to
develop their respective mental capacities to the fullest practicable
extent and to live as useful and productive lives as possible within
their own communities.
In trying to implement the Alternative Community Living Arrangement
Services program, the Beaumont State Center wants to purchase 700 hours
of nursing services to provide the medical needs of the clientele
utilizing the program.
Funds would be used to contract with two LVNs for a total of 700 hours of
nursing services. This program would be a new service to its existing
clientele.
Texas Black Alcoholism Council - 1090 Buford Street
Funds requested: $6,000.00
The purpose is alcoholism prevention through educational means,
referrals, workshops, counselling and intervention.
The Texas Black Alcoholism Council plans to increase its educational
programs, sponsor three plays on alcohol abuse, and hold 6 public forums,
while continuing current programs.

Funds would be used to pay administrative and operational expenses such
as trainers for seminars, postage, telephone service, office supplies,
brochures, and salary for a part-time employee.
The agency has indicated it has served as many as 600 people in the past
few years. It currently serves 25 people approximately, with the
potential to increase the number of people served by 50.
Young Women' s Christian Association - 660 Calder Street
Funds requested: $6,000.00
The purpose is to draw together women and girls of diverse experiences
and faith, that their lives may be open to new understanding and deeper
relationship and that together they may join the struggle for peace and
justice, freedom and dignity for all people.
The Y.W.C.A. has implemented an after-school program for fifteen (15)
children from four elementary schools in the Beaumont area. This program
provides tutorial services to the student clientele as well as provide a
safe place for the student to stay while the parent(s) is away at work.
Funds would be used to pay the salaries of two non-certified teacher
assistants and partial salary for a certified swimming instructor, thus
enabling the program to serve an additional 10 students over the current
15 who are enrolled in the program.
