R E S O L U T I O N
WHEREAS, the Labor-Management Cooperation Act of 1978
authorizes the Federal Mediation and Conciliation Service ( FMCS) to
provide financial assistance to encourage and support the
establishment and operation of joint labor management committees;
and,
WHEREAS, public sector committees may be awarded
assistance up to One Hundred Thousand Dollars ($100,000) under this
program per eighteen month period providing the public sector
committee provides at least ten percent ( 10% ) of the total allowable
project cost; and,
WHEREAS, the Personnel Department in cooperation with the
police and fire unions have developed a proposal for submission to
FMCS for funding designed to develop a promotional procedure and a
comparability analysis format that, if sanctioned by all interested
parties, could end two major areas of conflict between labor and
management in Beaumont and possibly the state; and,
WHEREAS, the estimated project cost for the Beaumont
proposal is One Hundred Ten Thousand Nine Hundred Fifty-Six Dollars
($110,956) for a twenty ( 20) month period which, according to the
FMCS guidelines, would require the City of Beaumont' s contribution
to be Ten Thousand Nine Hundred Fifty-Six Dollars ($10,956) ;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the City Manager be, and he is hereby, authorized to
contribute Ten Thousand Nine Hundred Fifty-Six Dollars ($10,956) to
the Federal Mediation and Conciliation Service as the city' s share
of a total proposed project cost.
