RESOLUTION NO.
WHEREAS, the City of Beaumont desires to purchase four (4) Beaumont Independent
School District (BISD) properties for the appraised value of$226,000; and,
WHEREAS, the school district and the City have previously discussed a collaborative effort
to relocate the 21" storm sewer on the site of proposed Martin Luther King, Jr. Middle School; and,
WHEREAS, the BISD portion of this project is $152,500; and,
WHEREAS, the City and the school district have agreed that the district will execute a
contract with the City to transfer ownership of the four (4) parcels of property described on Exhibit
"A" to the City of Beaumont for the total consideration of$226,000 represented by the BISD share
of the relocation of the sewer line and a payment by the City of Beaumont to the BISD of$73,500;
NOW, THEREFORE, BE IT RESOLVED BY
THE CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the City Manager be and he is hereby authorized to execute a contract with BISD to provide
for the purchase by the City of Beaumont of the four (4) properties described on Exhibit "A" for the
total appraised value of $226,000. Payment for such purchase shall be as follows: a payment by
the City in the amount of $73,500 to the BISD and construction by the City of a storm sewer
relocation project on the Martin Luther King, Jr. Middle School property at no cost to the BISD. The
storm sewer relocation project is hereby approved.
PASSED BY THE CITY COUNCIL of the City of Beaumont on this the 6'1w day of

SUBJECT: Workshop concerning the purchase of abandoned BISD properties
DATE: March 1, 1996
COMMENTS
The Beaumont Independent School District owns and maintains several vacant facilities and lots.
Four vacant properties in particular may be of interest to the City for redevelopment purposes.
Each of the four properties are discussed below. The buildings located on the properties have no
contributory value to the land.
1) Dowling Middle School Property
The above property is a 3.7 acre tract having frontage on North, McFaddin, Ewing, and Oakland
streets. If acquired, residential housing could be constructed on the property. The property has
an appraised value of$30,000.
2)Edwards Elementary School Property
The above property is a 6.23 acre tract located in the north end. The property is surrounded by
Galveston Avenue, Filmore Street, Wilson Street, and Buffalo Avenue. Residential houses with a
few commercial pockets are located in the surrounding neighborhood. The property would be
ideal for further residential development. The property has an appraised value of$69,000.
3) Giles School Property
The 4.56 acre tract is bound by Elgie Street, Chaison Avenue, Church Street, and Avenue A in
the south end. The property is located in a residential neighborhood, and approximately twenty-
six lots could be platted for the construction of additional housing. The property has an appraised
value of$55,000.
4)Former BISD Administration Building
The building is located downtown on a 1.09 acre tract. The building fronts west on Trinity
Street, north on Wall Street, and east on Neches Street. The property has an appraised value of
$72,000.
