REQUESTED ACTION: Council approval of a resolution authorizing the City Manager to
execute a contract for the Water Treatment Plant 14 MGD
Expansion and Miscellaneous Improvements project.
RECOMMENDATION
Administration recommends approval of the contract with Craig, Sheffield and Austin, Inc.,
Houston, Texas, in the amount of $11,029,000 for the Water Treatment Plant Expansion and
Miscellaneous Improvements project. The project includes the construction of a new rapid mix
basin, two (2) new pulsator units, new filter complex consisting of eight (8) filters, new blower
building and two (2) new centrifugal blowers, new chemical storage facility, modification of the
existing backwash lagoon and south clearwell, installation of a new chlorine dioxide feed system,
modification to the three (3) existing pulsator units, and provide roadway improvements and
additions.
The MBE goal will be met through subcontracts with the certified MBE firms of Crouch KST,
Medcalf Fab, and S&S Masonry for a total of$1,530,743. This amount represents 13.88 percent
of the total bid.
BACKGROUND
The existing Water Treatment Plant built in the mid 1920's has been expanded over the years to
its present 26 MGD rated capacity. The plant has been operating close to its capacity for the last
two (2) summers. The recommended expansion and modifications are required to meet both the
federal mandated treatment levels and those imposed by the Texas Commission on Environmental
Quality. The improvements will be adequate to supply high quality water to the customers and
satisfy the predicated municipal water requirements beyond the year 2020 planning period.
BUDGETARY IMPACT
Funds for the project will come from the Capital Improvements Fund and future bond sale
proceeds.

REQUESTED ACTION: Consider contracting with SunGard HTE, Inc. (HTE) for the
purchase,installation and related training ofMunicipal Court software
including a module to allow for online payments.
Consider contracting with Decision Management Corporation(DMC)
for Imaging software which currently interfaces with the SunGard
HTE financial system.
RECOMMENDATION
Administration recommends authorization of such contracts with a proposed cost of$105,230 to
HTE and$27,954 to DMC. Annual maintenance costs will be$15,950 for HTE and$5,704 for DMC
after 90 to 120 days.
BACKGROUND
The Texas State Legislature established a court technology fund which may be used only to finance
the purchase of,or to maintain,technological enhancements for a municipal court or municipal court
of record, including: (1) computer systems; (2) computer networks; (3) computer hardware; (4)
computer software;(5)imaging systems; (6)electronic kiosks;(7)electronic ticket writers; and(8)
docket management systems. A court technology fee of$4 is received for every charge filed with the
exclusion of some parking violations.
Many of the functions performed currently in the court are manual intensive. Purchase of such
software, along with additional components for ticket writing and related hardware, will greatly
enhance the productivity of the court.
HTE provides a broad range ofinnovative software solutions to more than 2,200 government offices,
agencies and utility companies throughout North America. Founded in 1981 and headquartered in
Lake Mary, Florida, HTE was purchased by SunGard in March, 2003. The company's products
address the wireless computing requirements of a rapidly changing public sector market and support
the end-to-end delivery of e-government access to citizens and businesses.
Selected in 1990 as the City's primary financial software vendor, SunGard HTE currently provides
numerous modules including Government Management and Budgetary Accounting (GMBA),
Purchasing/Inventory,Payroll,Fixed Assets, Accounts Receivable, Cash Receipts, and others. The
new HTE Municipal Court Software Module will have the ability to interface with the existing
financial software and eliminate numerous manual processes currently being performed. It will also
provide additional internal controls related to cash receipts and disbursements at Municipal Court.
Decision Management Corporation(DMC),located in Mission Viejo,California,provides advanced
electronic records management and workflow systems, and professional consulting expertise to a
variety of markets in the US and abroad. Markets served include: Corporate, Government, Health
Care, Financial, Education, Legal and Law Enforcement. DMC offers off-the-shelf document
technology products and customized solutions. At the heart of DMC's family of products is Questys
Text&Image Management System,a complete document imaging system scalable from stand-alone
and departmental systems to enterprise-wide solutions.
Decision Management Corporation was selected as the City's imaging vendor in 2000 and is currently
being utilized by the City Clerk,Accounting, Payroll, and Cash Management. The Municipal Court
Imaging software will totally replace the current manual filing system.Approximately 60,000 files are
maintained annually.This software will allow for immediate retrieval at all court workstations,which
will provide for a streamlined process that dramatically improves customer service..
SunGard HTE and DMC are considered sole source procurements due to their intricate interfaces
with current software modules and the existing hardware and software investments.
BUDGETARY IMPACT
Total costs ofthese enhancements are anticipated to be$133,184. Total annual maintenance for these
enhancements will be$21,654.Funds are available in the Municipal Court Technology Fund to cover
these costs.

Planned purchase of electronic ticket writers for Traffic and miscellaneous other software and
hardware, including maintenance agreements, will amount to approximately$166,705 and will also
utilize the Municipal Court Technology funds.

of$55,000 for economic development purposes.
BACKGROUND
The funds will be used for marketing Beaumont and business retention/recruitment efforts.
Administration is extremely pleased with the relationship between the City and the Chamber.
BUDGETARY IMPACT
Funds are budgeted and available for this economic development purpose in the FY 2004
General Fund budget.

RECOMMENDATION
Administration recommends entering into a contract in the amount of$25,000 with BUILD,
Inc., Beaumont Main Street to further economic growth in downtown Beaumont.
BACKGROUND
The Beaumont Main Street program has established a partnership between the public and
private sectors that is dedicated to the revitalization of Beaumont's historic Central Business
District. The annual contribution from the City will be matched with other local funds and
used to promote downtown business development and retention.
BUDGETARYIMPACT
Funds are budgeted and available for this economic development purpose in the FY 2004
General Fund budget.

RECOMMENDATION
The Administration recommends approval of a request for a historic preservation loan for repairs to
the exterior of the house at 2494 South Street.
BACKGROUND
James and Theresa Mathews are wanting to do exterior renovations to the exterior of the house at
2494 South. Work will include replacing the existing composition shingle roofs on the house and
garage with new composition shingles; leveling both the house and garage; repairing wood trim
around the exterior windows; replacing the first floor back door; removing and building new rear
door steps;cleaning and painting the front door and porch; and pressure washing the entire exterior.
The total amount of the exterior renovations will be approximately $22,000. The Mathews are
requesting$18,000. At this amount, the loan payments would be $300 per month for 5 years.
The house is not listed in the SPARE Beaumont Survey.
BUDGETARY IMPACT
None.
PREVIOUS ACTION
At a Regular Meeting of the Historic Landmark Commission on December 8,2003,the Commission
voted 8:0 to approve the historic preservation loan request in the amount of$18,000.

REQUESTED ACTION: Council approval to award a contract for a licensed asbestos
consultant.
RECOMMENDATION
Administration recommends award of an annual contract with a one(1)year option for renewal to
Health and Safety Management of Beaumont for asbestos consulting services.
BACKGROUND
Twelve (12) proposals were received on Thursday, December 4, 2003, for a one year contract to
provide licensed asbestos consulting services. The Texas Department of Health requires that all
public or commercial structures scheduled for renovation or demolition be surveyed by a licensed
asbestos consultant. A licensed asbestos consultant conducts environmental surveys to determine
the presence of asbestos containing materials and monitors asbestos abatement projects to ensure that
the abatement process meets all state and federal regulations.
City projects requiring asbestos surveys include city owned buildings, two or more condemned
residential structures located in the same block, abandoned and hazardous commercial structures
scheduled for demolition and properties obtained for public use through right-of-way acquisition.
The consultant surveys the property for asbestos containing materials,prepares a scope ofwork,and
monitors the abatement process to ensure compliance with all Federal, State and local laws.
A per hour price was requested for a consultant,an inspector,and project and air monitoring services.
In addition,prices were requested for various laboratory analysis of sample materials. The attached
tabulation reflects the proposals received.

BUDGETARY IMPACT
Funds are provided in various departmental budgets, but the majority is expended from Building
Services Division's budget and Community Development Block Grant Funds(CDBG).

OVERVIEW
The 2003 "Keep America Beautiful" index for the City of Beaumont includes three zones
that are divided into twelve different sections. The sections were randomly selected so
one zone maybe covered more than others. The index represents an average score for
each zone. Each section was given a score according to the entire area covered in the
section. Parts of some sections were more littered than others parts of the section, which
may affect the score of the section. The score rating system was obtained from the "Keep
American Beautiful" litter scale.

Litter Scale: Written Descriptions
Score Instructions for Scorer
1 "No Litter" Virtually no litter can be observed in the
sub-area being scored. The scorer has to
look hard to see any litter, perhaps a very
occasional litter item or two in a city block,
or equivalent. Any litter seen could be
quickly collected by one individual. The
entire sub-area has a generally neat and tidy
appearance; nothing grabs the eyes as being
littered or messy.
2 "Slightly Littered" Upon careful inspection, a small amount of
litter is obvious to the scorer. The litter in
the sub area could be collected by one or
two individuals in a short period of time.
While the sub-area has a small amount of
litter, the eye is not continually grabbed by
litter items.
3 "Littered" Visible litter can readily be seen throughout
the sub-area, likely requiring an organized
effort for removal. This area is "littered"
and clearly needs to be addressed.
4 "Extremely Littered" A continuous amount of litter level is one of
the first things noticed about the sub-area.
Major illegal dumpsites might be seen in the
sub-area, requiring equipment and/or extra
manpower for removal. There is a strong
impression of a lack of concern about litter
in the sub-area.

RECOMMENDATIONS
The data collected for the 2003 "Keep Beaumont Beautiful"project show
that ditches, areas near businesses, and the boundaries of Beaumont are litter
heavily. Some areas are nearly litter free while other areas in the same section are
filled with litter. After analyzing the zones we have come to the conclusion that the
people of Beaumont seem to be complying with keeping Beaumont beautiful when it
comes to their yards. Throughout the drive around Beaumont we observed
numerous residents cleaning their yards placing bags of trash and/or litter on the
side of the road. The people seem to have overlooked the litter in the ditches and the
litter collected near businesses. The recommendations the team has compiled are
intended to help in the success of a litter free city.
2003 Keep Beaumont Beautiful Recommendations:
1. Monday should be a large collection day for the trash on the side of the road.
2. Forces businesses to collect the litter around their area
3. Involve the people in collecting litter in their neighborhood through
community action groups
4. If caught littering as a fine one should have to pick up litter in heavily
littered areas of the city
