HomeMy WebLinkAboutORD 89-4 ORDINANCE NO. �9- ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF BEAUMONT FOR THE FISCAL PERIOD COMMENCING OCTOBER 1, 1988, TO REFLECT THE REORGANIZATION OF THE CITY OF BEAUMONT; PROVIDING ADDITIONAL APPROPRIATIONS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. BE IT ORDAINED BY THE CITY OF BEAUMONT: Section 1. That the budget of the City of Beaumont for the period October 1, 1988, to September 30, 1989, be and the same is hereby amended to reflect the following changes to the General Fund: Executive Department: The Divisions of Personnel Management, Fleet Management, Communications, and Fleet Replacement are hereby deleted from the Executive Department of the General Fund and transferred to a new Department of Human Resources. The Divisions of Economic Development and Management Services are hereby added to the Executive Department. The budget for the Executive Department is decreased from $1, 091, 980 to $979, 475. Human Resources: There is hereby established a new Department of Human Resources and the office of Personnel Management is transferred from the Executive Department to the Department of Human Resources. There is hereby appropriated the amount of $467,760 to the Department of Human Resources. Community Development: The Department of Community development is hereby repealed and the Divisions of Economic Development and Community Development are hereby transferred to the Executive Department. The function of Development Services n o0 J /_ I-y' Da (Planning) is hereby transferred to a new department to be created within Public Works to be known as Planning and Engineering. Public Works Department: The Public Works Department is hereby repealed. The function of Public Works will include four (4) departments. The following departments are hereby created: Planning and Engineering, Streets and Drainage, Solid Waste, and Water. Planning and Engineering Department: There is hereby appropriated to the Planning and Engineering Department the amount of $1,242,590. Streets and Drainage Department: There is hereby appropriated to the Streets and Drainage Department the amount of $6, 639,770. The Streets and Drainage Department shall include the functions of operations and traffic and streetlighting. Water Department: There is hereby added to the Water Department the Airport and Administration Divisions from Public Works. There is hereby appropriated to the Airport and Administration Divisions in the Water Department the amount of $352, 080. Public Safety Department: The Public Safety Department is hereby repealed and there is hereby created a department within the public safety function known as Environmental and Safety Activities Department. There is hereby appropriated to the Environmental and Safety Activities Department the amount of $2,280, 980. 2 - Section 2. That the budget of the City of Beaumont for the period October 1, 1988, to September 30, 1989, be and the same is hereby amended to reflect the following changes to various funds: C.D.B.G. Fund: There is hereby transferred from the C.D.B.G. Fund the amount of $26,270, the same to be transferred to the Executive Department for the Community Affairs Coordinator. The amount of $992, 534 of the C.D.B.G. Fund is hereby transferred to the Finance Department. Solid Waste Department: There is hereby created a new Department of Solid Waste to include the Landfill and Sanitation Divisions. There is hereby appropriated to the new Solid Waste Department the amount of $6, 634,420. The responsibilities for the following funds are transferred as follows: FUND AMOUNT FROM TO Insurance 6,451,300 Executive Human Resources Transit 1,453,400 Public Works Water Fleet Fund 4,760,970 Executive Human Resources Drainage Improvement 224,350 Public Works Streets and Drainage Automated Sanitation 300,000 Public Works Solid Waste Transportation Grants 60,000 Public Works Planning and Engineering Fire Training Ground Fund 228,870 Public Safety Environmental/Safety Training Center Improvements 49,000 Public Safety Environmental/Safety Section 3 . The budget of the City of Beaumont for the fiscal period commencing October 1, 1988, is hereby amended to adopt new personnel schedules as attached hereto as Exhibit "A" and made a part hereof for all purposes. 3 - Section 4 . The sum of $121, 000 is hereby appropriated to the Finance Department to cover costs related to the purchase of the AS400 computer system. The source of these funds is the sale of the System 38 and System 36 computers. The appropriation in the Public Works Department is hereby decreased by $93 , 950 resulting from the deletion of two (2) positions. An additional $26, 100 is hereby appropriated to the STEP Grant Fund. This appropriation is funded by reimbursements from the Texas Department of Highways and Public Transportation. An additional $2, 500 is hereby appropriated to the Library Trust Fund from unappropriated resources available in the Library Trust Fund. The amount of $2, 255, 460 is hereby appropriated to the Urban Mass Transportation Administration Fund for the purchase of eleven (11) new buses, an off-street transfer facility and other related miscellaneous equipment. Eighty percent (80%) of this appropriation is from the Urban Mass Transportation Administration. Twenty percent (20%) of this appropriation is hereby transferred from the Transit Fund. An additional $61, 380 is hereby appropriated in the Transit Fund which, when added to an existing $389, 720 transfer previously made, will provide the City's match for the purchase of eleven (11) buses, an off-street transfer facility and other miscellaneous equipment. - 4 - Section 5. That if any section, subsection, sentence, clause or phrase of this ordinance, or the application of same to a particular set of persons or circumstances, should for any reason be held to be invalid, such invalidity shall not affect the remaining portions of this ordinance, and to such end the various portions and provisions of this ordinance are declared to be severable. Section 6. All ordinances or parts of ordinances in conflict herewith are repealed to the extent of the conflict only. PASSED BY THE CITY COUNCIL of the City of Beaumont this the day of 1989.
