ENTITLED AN ORDINANCE DESIGNATING REINVESTMENT
ZONE NO. 3, ESTABLISHING THE BOUNDARIES THEREOF;
MAKING NECESSARY FINDINGS, PROVIDING FOR
SEVERABILITY AND PROVIDING FOR REPEAL.
WHEREAS, the City Council of the City of Beaumont
("City") , desires to promote the development or redevelopment of a
certain contiguous geographic area within its extraterritorial
jurisdiction by the creation of a reinvestment zone for
commercial-industrial tax abatement as authorized by Article 1066f,
Vernon's Texas Civil Statutes (the "Act") ; and,
WHEREAS, by resolution duly adopted, a hearing on the
designation of the reinvestment zone was set for 1: 15 p.m. on the
9th day of December, 1986, such date being at least seven (7) days
after the date of publication of the notice of such public hearing;
and,
WHEREAS, the City held such public hearing after
publishing notice of such public hearing; and,
WHEREAS, at such hearing, all interested persons were
provided an opportunity to speak and present evidence for or
against the designation of the zone;
NOW, THEREFORE, BE IT ORDAINED BY THE
CITY OF BEAUMONT:
Section 1.
That there is hereby established a reinvestment zone in the
extraterritorial jurisdiction of the City of Beaumont, said zone to
be known as Reinvestment Zone No. 3 . The boundaries of said zone

shall be as set out in Exhibit "A" attached hereto and made a part
hereof for all purposes.
Section 2 .
With reference to such zone, the City finds as follows:
1) That a public hearing on the adoption of the
reinvestment zone has been properly called, held and
conducted, and that notices of such hearing were
published according to law;
3) That creation of the reinvestment zone for
commercial-industrial tax abatement will result in
benefits to the City and to the land in cluded in the
zone and the improvements sought are feasible and
practical;
3) That the reinvestment zone meets the criteria for
the creation of a reinvestment zone as set forth in
Section 3 of the Act.
Section 3 .
That the zone shall take effect on December 9, 1986 and terminate
on December 8, 1991.
Section 4.
That if any section, subsection, sentence, clause or phrase of this
ordinance, or the application of same to a particular set of
persons or circumstances, should for any reason be held to be
invalid, such invalidity shall not affect the remaining portions of
this ordinance, and to such end the various portions and provisions
of this ordinance are declared to be severable.

Section 5.
That all ordinances or parts of ordinances in conflict
herewith azre repealed to the extent of the conflict only.

TRACT N0. I - WEST DISTRICT
BEGINNING at the southwest corner of the LNVA canal right-of-way located
in the west line of the A. Savery League and at the north line of the
Southern Pacific Railroad main line right-of-way.
THENCE easterly along the north line of the Southern Pacific Railroad a
distance of 2762 feet to a fence line.
THENCE northerly along a fence line to the south right-of-way line of the
Missouri Pacific Railroad.
THENCE westerly along the south right-of-way line of the Missouri Pacific
Railroad to the northwest corner of the LNVA canal right-of-way.
THENCE southerly along the west line of.-the LNVA canal right-of-way to
the place of beginning.
