Z .--u ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT FOR A VOCATIONAL-TECHNICAL SCHOOL FACILITY ON PROPERTY LOCATED AT 2330 NORTH STREET, BEAUMONT, TEXAS. WHEREAS, the Planning and Zoning Commission of the City of Beaumont considered the issuance of a specific use permit for a vocational-technical school facility on property located at 2330 North Street, Beaumont, Jefferson County, Texas, to Beaumont Independent School District, property owner, its legal representatives, successors, and assigns for that certain property hereinafter described; and, WHEREAS, the City Council is of the opinion that the issuance of such specific use permit is in the best interest of the City of Beaumont and its citizens, subject to the hereinafter described conditions; NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF B EAUMO NT: Section 1 . That all conditions necessary for issuance of a specific use permit have been met and a specific use permit for a vocational-technical school facility on property located at 2330 North Street, Beaumont, Jefferson County, Texas, in accordance with Section 30-26 and Section 30-40 of the Code of Ordinances of the City of Beaumont, as amended, is hereby granted to Beaumont Independent School District, its legal representatives, successors i and assigns for that certain tract described on Exhibit "A" attached hereto and made a part hereof for all purposes. Section 2 . That the specific use permit herein granted is expressly issued for and in accordance with each particular, detail and condition of the site plan attached hereto as Exhibit "B" and made a part hereof for all purposes. COMMENT i s R The applicant has submitted a site plan that differs from the approved site plan for the vocational-technical school or what is now called the B.I.S.D. - Career Center. The Director of Planning may approve minor variations from the original permit as long as density is not increased, traffic patterns are not changed and the external impact on adjacent properties is not increased, according to Section 30-26 I of the Zoning Ordinance. The amended site plan changes the front of the proposed building from North Street to Seventh. The two-story building will be slightly smaller by 6,500 square feet; therefore, density is not increased. The Director of Transportation has approved the traffic patterns. The proposed curb cuts for the amended site plan are in the same locations as in the approved site plan with the following exceptions. Two curb cut along Hazel and one along Seventh are eliminated. One curb cut for a driveway will be added along North. The land uses to the west are residential and to the south are commercial. The external impact on the adjacent properties will not be increased based on the fol- lowing: 1) Loading and unloading of the students from the buses will now occur along the Hazel Street side of the school; however, the auto paint, body and mechanical shops with their outside storage yard will not be along Hazel Street as originally proposed. The outside storage is to be entirely eliminated and the auto paint and body shops will be at the southwest corner of the site. 2) The building will have a solid wall with no windows along the west side. 3) The building is now proposed to be air conditioned; therefore, the garage doors along the west will be kept closed in effect, containing the noise within the building. The building will be 107 feet from the west property line instead of 57 feet. 4) The 25 foot landscaped buffer along the west is still proposed.
