ON— ENTITLED 1 ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT FOR AN EMERGENCY COUNSELING SERVICE FOR BATTERED WOMEN AND ABUSED CHILDREN AT 2135 VICTORIA. WHEREAS, the Planning and Zoning Commission of the City, of Beaumont considered the issuance of a specific use permit for an . emergency counseling service for battered women and abused children on property located at 2135 Victoria, Beaumont, Jefferson County, Texas, to Family Services Association, owner, its legal representatives, successors, and assigns for that certain property hereinafter described; and, WHEREAS, the City Council is of the opinion that the issuance of such specific use permit is in the best interest of the City of Beaumont and its citizens, subject to the hereinafter described conditions; NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF BEAUMONT: Section 1 . That all conditions necessary for issuance of a specific use permit have been met and a specific use permit for an emergency counseling service for battered women and abused children on property located at 2135 Victoria, Beaumont, Jefferson County, Texas, in accordance with Section 30-26 and Section 30-40 of the Code of Ordinances of the City of Beaumont, as amended, is hereby granted to Family Services Association, owner, its legal representatives, successors and assigns for that certain tract described on Exhibit "A" attached hereto and made a part hereof for all purposes. Section 2 . That the specific use permit herein granted is expressly issued for and in accordance with each particular and detail of the site plan attached hereto as Exhibit "B" and made a part hereof for all purposes. PASSED BY THE CITY COUNCIL of the City of Beaumont this the f � day of 19 Mayor - - 2 - �4Z-/6z SPECIFIC USE PERMIT APPLICATION SITE PLAN PROCESSES AND ACTIVITIES: The site for which special use is requested currently has two structures. The main structure immediately facing Victoria Street will be used as a temporary emergency shelter for physically abused women and their child- ren. It is expected that the clients will live here in a residential environment. The second structure, located behind the main structure, is a four car garage with a storage room attached and a five room apartment above. This second structure will be used as administrative and counseling offices and as additional bedrooms for any overflow of the main structure. Anonymity of the location is essential. Women who have been physically abused will be referred by social service agencies, churches, friends, or law enforcement agencies. The House Manager or Night Supervisor will admit and provide twentyfour hour supervision for the family. The client will be referred to the Program Director for counseling which will be done in house unless the whole family is involved. Then counseling is done at the downtown offices of Family Services Association. Casework services are available to assist in job hunting, apartment hunting, social services to meet specific needs, schooling, et cetera. There will be supervision throughout the day and night for both adults and children. The back yard is enclosed to provide safety for the children at outdoor play and to prevent encroachment on any neighbors or neighborhood activity. BOUNDARIES OF THE SITE PLAN: The legal description is Lot 9 and the south half of Lot 10 on Block 10 of Ogden Addition. The dimensions of the property are seventyfive feet frontage on Victoria Street and one hundredforty feet depth from the property line on Victoria Street. This shall be the site and center of activity for the Family Shelter. BUILDING AND STRUCTURE LOCATIONS: The main structure is a two story frame with stucco front and is located approximately twelve feet from the side walk fronting Victoria Street. The structure behind this main structure is a garage apartment with space for four cars and a storage room on the ground floor and a five room apartment with kitchen and bath on the upper level. It is well within keeping with residential appearance. SPECIFIC USE S. PLAN - 2 BUILDING AND STRUCTURE LOCATIONS cont'd. : Exhibit #1 shows the position of the structures on the property. The areas designated 1 are eaves that extend from the first floor roof level. The area designated as 2 is the main roof. The front sidewalk to the street is shown as number 8. The gross floor space of living area for the main building is approximately three thousand (3000) square feet. The gross living area floor space for the garage apartment is about nine. hundred sixty (960) square feet. EXISTING DRAINAGE WAYS: There is a twelve inch underground drainage pipe down the center of Victoria Street with drainage basins at each corner. There are no unusual significant natural features. PROPOSED LANDSCAPING AND SCREENING BUFFERS: None are proposed. LOCATIONS OF USE FEATURES: The only curb cut is the normal driveway from the street leading to the garage in the back yard. See exhibit #1. No additional curb cuts will be required. The primary public street that fronts the =.site is Victoria Street. Easy Street is the intersecting street perpendicular to Victoria on the north corner and Emma Street intersects and is perpendicular to Victoria on the south corner. Employee parking will be contained within the four car garage as off-street parking is required for employees. Passenger parking may occur on Victoria but will not be intended for extended or frequent public parking. No load- ing docks or special space will be required. The only lighting is city lighting or the already existing backyard lighting. This will be in keeping with maintaining the residential nature bf the property. Special outside trash storage facilities are not needed or intended. The only additions exterior to the buildings will be fire escapes as required by safety ordinances. Internal additions will comply with health and safety standards. WALL, FENCE, AND SCREENING: The wooden fence is eight feet tall. Chain link and shrubbery fencing ranges from six to seven feet tall. No additional is intended. PROPOSED SIGNS: No signs will be use at any time.
