BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT,
TEXAS, THAT:
Section 1. The City Council of the City of Beaumont,
Texas (the "City" ) deems it necessary and advisable to
authorize, issue, sell and deliver the certificates of
obligation described in the attached Notice, and the City
Council hereby declares its intention to authorize the
issuance of such certificates of obligation at a meeting of
-the City Council to be held at the time and place described
in the attached Notice.
Section 2. The Notice of such sale in substantially
the form attached hereto shall .be published in English and
Spanish in the Beaumont Enterprise, which is a newspaper
published and having general circulation in the City, at
least once a week for two consecutive weeks prior to the
date of the meeting of the City Council at which the issuance
of the certificates of obligation is to be authorized, with
the date of the first publication to be not later than at
least fourteen (14) days prior to the aforesaid meeting.
Section 3. It is hereby officially found and determined
that a case of emergency or urgent public necessity exists
which requires the holding of the meeting at which this
ordinance is passed, such emergency or urgent public necessity
being that the proceeds from the sale of the City proposed
certificates of obligations are required as soon as possible
and without delay for necessary and urgently needed public
improvements, and that said meeting was open to the public
as required by law, and public notice of the date, hour,
place and purpose of said meeting was given, all as required
by Article 6252-17, Vernon' s Texas Civil Statutes, as amended.

NOTICE OF INTENTION TO ISSUE AND SELL
CERTIFICATES OF OBLIGATION
NOTICE IS HEREBY GIVEN that the City Council of the CITY
OF BEAUMONT, Texas, will meet at the Council Chambers, City
Hall, Beaumont, Texas, at 1 : 15 p.m. on the 19th day of July,
1983, at which meeting it tentatively intends to adopt an
ordinance authorizing the issuance and sale for cash of the
City' s certificates of obligation, payable from ad valorem
taxation and from certain revenues of the City' s swimming
pools, in the maximum amount of $1 ,700 ,000, bearing interest
at a rate not in excess of that prescribed by Article 717k-2 ,
V.T. C .S . , as amended, and maturing over a period of years not
to exceed 40 years from the date thereof, for the purpose of
evidencing the indebtedness of said City for all or any part
of the cost of acquiring and constructing public works for
said City, to-wit: permanent sanitary landfill facilities,
and for all or any part of the cost of acquiring equipment
for said sanitary landfill.
