AD 'vim BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Council hereby approves the City's HUD Five-Year Consolidated Grant program as shown on Exhibit "A" attached hereto. PASSED BY THE CITY COUNCIL of the City of Beaumont this the day of tivt c c�c--�• , 2000. - Mayor - 2000 HUD CONSOLIDATED GRANT PROGRAM 2000 COMMUNITY DEVELOPMENT BLOCK GRANT(CDBG) Preliminary HOUSING Budget Minor Repair S 300,000 Funds will be used to repair approximately 20 homes at 515,000 per house. Replacement Housing 100,000 Funds will be used to construct 2 or 3 replacement houses for low/moderate income families whose houses had a significant level of lead found during the rehabilitation process. Site Development 100,000 Funds will be used to develop approximately 13 lots at$7,500 per lot. Habitat For Humanity-Administration 60,000 Funds will be used to provide assistance in the construction of three(3)homes in the Community Development Strategy Area. CLEARANCE AND DEMOLITION 200,000 Funds will be used to demolish approximately 50 unsafe and unsanitary commercial and residential structures. Funds will also be used for project delivery costs. PUBLIC FACILITY&IMPROVEMENT Section 108 525,000 Motel Beaumont(Section 108 payment)-rehabilitation Jefferson Theater(Section 108 payment)-rehabilitation Library for South East Beaumont(Section 108 payment)-new construction L L Melton YMCA(Section 108 payment)-rehabilitation Parks 250,000 Funds will be used to develop the Charlton-Pollard Park EMS Unit 100,000 Funds will be used to purchase an additional emergency medical response unit for the north end of Beaumont in the Community Development Strategy Area PUBLIC SERVICE 100,000 ECONOMIC DEVELOPMENT BUILD,Inc. 35,000 Funds will be used to assist with the administration of the Main Street Downtown Development Program. Charlton-Pollard Strip Center 96,000 Funds will be used to construct a shopping strip in the Charlton-Pollard neighborhood. ADMINISTRATION 480,000 Funds will be used for personnel and operating expenses necessary for compliance with the planning,execution,and regulatory requirements of the HUD Consolidated Grant Program. TOTAL CDBG 2,346,000 PROGRAM INCOME Small Business Loan Fund Historic Preservation Loan Fund Clearance and Demolition ESTIMATED PROGRAM INCOME HOME 835,000 Funds will be used to assist a non-profit housing development organization with the development of approximately 30 new single family homes. Funds will also be used to assist lowfmoderate income families with the closing costs,mortgage buy downs,and down payments needed to purchase homes. EMERGENCY SHELTER GRANT(ESG) 82,000 Funds will be used to provide shelter and essential services for the homeless population.
