HomeMy WebLinkAboutMIN FEB 09 1982 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD FEBRUARY 9 , 1982 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met in regular session this the 9th day of February, 1982 , with the following present : HONORABLE : Tom Combs , Jr. Mayor Pro Tem 8 Councilman, Ward I Evelyn M. Lord Councilman , Ward II Wayne Turner Councilman, Ward IV Absent : Maurice Meyers Mayor Calvin Williams Councilman , Ward III Ray Riley City Manager Hugh Earnest Asst . City Manager Kenneth Wall City Attorney -000- The Invocation was given by Dr. Wallace Shook, pastor of First United Methodist Church. The Pledge of Allegiance was led by Councilman Lord . -000- The following proclamation was issued : "Bubba Busceme Day in Beaumont" February 12 , 1982 . The Council meeting was visited by Mr. John Stevens and Sesame Street ' s "The Count" who presented tickets to City Council members for Thursday night - February 18th - performance of "Big Bird ' s Super Spectacular Totally Amateur Show, " a salute to the music of the 50 ' s with a special salute to Fred Estaire. -000-- Congratulations were extended to Councilman Lord for her appointment by Cathy Reynolds of Denver , Chairperson of the National League of Cities Committee on Community and Economic Development , to serve on the Steer- ing Committee of this Board . -000- Resolution 82-45 authorizing awards of bids for comprehensive insurance coverage for all city buildings and their contents for a three-year period -- Fire and Extended Coverage , including Vandalism, Malicious Mischief and Special Extended Coverage on buildings and contents to Chicago Insurance Company at a premium of $104 , 241 . 00 ; $10 , 000 , 000 . 00 blanket coverage ex- cluded from the first policy which is chiefly Flood and Earthquake damage , subject to $100 , 000 . 00 deductible , to Lexington Insurance Company at a premium of $58 ,470 . 00 ; and $5 , 000 , 000 . 00 Boiler and Machinery Coverage for all locations with a $25 , 000 . 00 deductible to Northern. Insurance Company for a premium of $12 ,306 . 00 (total cost for the three years - 175 , 017 . 00) -- was considered. Councilman Lord questioned award of bid to Lexington Insurance Company at a premium of $58 ,470 . 00 when Munro/American Centennial ' s bid was $53 , 085 . 00. The item was deferred to the end of the regular session in an effort to determine reasons for the recommendation to Lexington. Insurance Company. -000 -22- February 9 , 1982 Resolution 82-46 authorizing purchase of a site for a water storage tank on the east side of Major Drive south of the LNVA Canal (150 x 200-foot tract) for $20 , 000 . 00 from Louis Broussard , American Real Estate agent for the owner , J. C. Chance, was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question: Ayes : All Nayes : None -000- Resolution 82-47 authorizing Change Order No . 1 in the amount of $438 ,452. 00 to the contract with Beaumont Structures , Inc . for construction of River- front Park decreasing contract from $1 ,697 , 000 . 00 to $1 , 258 ,548 . 00 was approved on a motion made by Councilman Turner and seconded by Councilman Lord . Question : Ayes : All Nayes : None -000.- A resolution authorizing employment of the law firm of Orgain, Bell and Tucker as securities counsel for the sale of $15 million of water utili- ties revenue bonds was deferred one week for action. -000- Resolution 82-48 authorizing purchase of a replacement transmission for a truck used by the Street Division from Tidelands International at a cost of $1 ,263 . 91 was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question.: Ayes : All Nayes : None -000- Resolution 82-49 authorizing a six-month contract for furnishing 4 ,430 gallons of aqua ammonia ( 29 . 40) at a cost of $1 ,777 . 54 from Jones Chemi- cal for the Water Treatment Plant was approved on a motion made by Coun- cilman Turner and seconded by Councilman Lord. Question: Ayes : All Nayes : None -000- Resolution 82-50 authorizing one-year contracts with Mobil Oil , Sitton Oil and Marine , and Gulf Oil for furnishing gasoline , diesel fuel and other petroleum products for city vehicles was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question: Ayes : All Nayes : None -000- Resolution 82--51 authorizing a contract for the regalvanizing of distribu- tion arms of trickling filter at the sewage plant with Southwest Galvani- zing , Inc . for an estimated $9 ,684 . 02 (at $30 . 89 cwt) was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question: Ayes : All Nayes : None -000- Resolution 82-45 again considered . It could not be determined if Munro ' s bid met City specifications during the regular session but action for bid awards was necessary because the insurance policy period will begin February 15 , 1982 . Resolution 82-45 was approved to award bids to Chicago Insurance Company and Northern Insurance Company with the amendment to award to American Centennial as the low bidder on condition that the bid met City specifica- tions and , in the event it did not , then the award alternatively to Lexing- ton Insurance Company on a motion made by Councilman Lord and seconded by Councilman Turner. Question: Ayes : All Nayes : None -000-- -23- February 9 , 1982 Councilman Lord referred to a letter to City Council from the Humane Society concerning an upcoming performance by a rock musician that maims and muti- lates small birds and animals and asked if anything could be done to pre- vent this during his performance here. The City Manager responded that the promoter and the performer both have been notified of current , pertinent local ordinances and that they will be cited if there is any violation. He also said that there has been a performance by this performer here in the past and there were no incidents of that nature. --000- Councilman Turner expressed his concern for the curb situation along Rail- road Avenue separating the roadway from the tracks and the difficulty of seeing the hazard at night , especially during inclimate weather, and asked for special markings or paint to mark the area to prevent motorists ' getting their vehicles high-centered on the curb and over the tracks. -000- Mrs . R. C. Heartfield , 347 Georgetown, addressed Council to request that a passengar loading zone be designated on Fannin near the Hotel Beaumont . Mr. J. C.
